How did they, by they I mean the remaining corrupt officials decide that this was the man they should offer up for sacrifice.

I appreciate the jester, but it seems a little hollow, because I'm guessing in my opinion he is guilty of more. I hope it is meant to be a sign that its not business as usual and all the corruption is over and we are no longer participating in corruption and are waiting for the day the statute of limitations runs out on our crimes and not meant as a cover for its business as usually from now on because we sacrificed our lamb.
