Think about this, it's a great analogy. A Poker Game. The dealer is the government handing out money and making the rules, dealing out all the hands. He's dealing them out to every player, some who are the crooks (poker pros), other who are the cops and the rest of us aren't in the game except when a seat opens up (because the pros almost always win) and we lose our money to the crooks or the cops and leave that seat and it's open for another civilian to lose their money.

In the card game your either wining your hands fair or by cheating, the crooks can win the game by cheating or luck (because if they get caught us onlookers expected that to be that way. But the cops are only suppose to win by being straight and not cheating (they can bluff though), so if they are crooked the only people they can align with are the crooks or other cops and crooked cops, they can confide in other cops that turn a blind eye and the game keeps on being played, the waitresses are the courts living off the tips (fines) they garner from the civilians, crooks and cops. Here's the thing at anytime anyone playing or observing can point out cheating, it is expected that the good cops should do this, but do they? The dealer, the government then decides to either stop the game, change the rules of the game, or ignore the complaint.

It is lucrative for all playing except the seat that keeps getting filed by the civilians', so if there are no spectators or the civilians have all been beaten down by the game the game continues as crooked as usual, the civilian tax payer is the loser.

Then one day a TV Camera named CopperSneak.com shows up at the table to watch and the game can't withstand the live coverage everybody's got to play fair or be really cleaver at cheating. The crooks are really good at cheating and they don't have a problem with the camera because its not being focused on them at all. The crooked cops are not so good while the cameras is continuously focused on them. As a crooked cop at the table you can't confront the camera or camera man so you send another cop waiting inline for a chair at your table to harass his family out in the gallery watching the game too so they leave, but the camera man is more determined than ever.

I think every single police car no matter what the jurisdiction should be equipped with a AED defibrillator and if you thought about it, you would want one in your police patrol car not only for the public, but for your own safety as a cop.
