Promoting integrity and fairness in police departments when it comes to police dealing with the general public. Non-criminals. Lets be honest folks when I grew up I was told the police man is my friend. The police man was their to help you and protect you from the criminals thus the term protect and serve. Well, I grew up and I know that's pretty simplistic, but a cop, police officer's  employing  department is judged by the public as only as good as the lowest common denominator (police officer) which is the worst police officer.

Humble Ogden City Utah Police Department, Off Duty Police Officer engages and exchanges gun fire with 18 yr old assailant who killed 6 and injured 5 before he was confronted by Officer Ken Hammond.

Hero cop who was in civilian clothing and out of jurisdiction in Salt Lake City Mall. No one (victims) are shot or injured after Hammond engaged the assailant, but it was not clear if Hammond shot the perp or officers that arrived while he was exchanging gun fire with the 18 yr old perp. FYI-My personal opinion on current events.

It is my hope that this site is having a positive affect in places and I will offer up a couple of headlines that show a different attitude in WNY lately. I don't know if you can contribute them to my site at all, but it's a change in the right direction.

A Thruway plaza Wal-Mart Employee was arrested for stealing $500 in cash turned in as lost and found by a customer after a Cheektowaga Police officer who worked at that store had quit his job as security because of what he thought of was cover up and feet dragging on part of the management. That's a big step for a Cheektowaga Cop and I would hope more of them follow his lead and practice integrity. He was able to follow up after quitting and find the truth.

A Buffalo cop is suspended without pay and will loss approximately 13k during the suspension for firing her service gun on the thruway while drunk, while off duty. I hope she is required to get rehab as a condition of returning to duty.

A Erie county legislator Holt is forced out after pleading guilty to minor tax fraud relating to a business he owned, thus  violating his oath of office and a NY court has upheld this action.

Then again this site can't change everything!

The Good Theories...

What a good cops is Theory!

In my opinion a good cop is a cop that doesn't allow people to push his buttons and can remain objective during the situation at hand. He holds himself together and doesn't fall apart out in the field. He might go to the station house or talk to his buddies and bitch about the situations that took place and blow off steam, but when he's out doing his job he doesn't over react and is calm and detached from the action he's intervening into or the situation he's interrupting and the situation he is creating.

I am going to say that a good cop should be like the sheriffs deputy in the 7th floor PT 15- 2 PM on January 9th, 2007.

Fairness Theory!

The best way to gain the trust and admiration of the public is to be fair in your dealings with them. I learned this a long time ago in business, if I could convert the most obnoxious, hard headed, loud mouth, disbelieving person to my side by cutting him a break and being fair or more than fair. I not only would have a customer for life. I would have a champion of my cause for life, that person would go on and tell everyone he meet what a great person, product and business I had, and send people my way almost weekly.

I have found that more affluent areas of the country the police treat non-criminals better. (Montgomery County Maryland) Police , Amherst NY Police, also Utah, and NV.

Police actually affect economics theory!

Below I had previously floated the theory that in communities where police treat the general public and business's fairly and practice integrity, the police actually stimulate economic growth and wealth and prosperity. Well it seems that Calea® agrees with me and actually out of the 10 Best Cities to live in 2006, a big 8 cities out of the 10 cities best to live in police departments are Calea®  accreted and Calea®  makes a like connection or conjecture close to that I had previously made below.

 Actually, I will go one step further and say that communities where police treat the general public and small business owners more fairly and practice integrity actually stimulate economic growth and wealth by not burdening the honest or good intending populace and businesses with the damage cause by investigations of what should be civil matters. This increases the tax base over the long run. Lets face it, the only people that can survive such investigations whatever the out come is, are companies with unlimited resources. I will say the Amherst NY detectives are a smart bunch of guys when judging civil or criminal and waste of time or malicious prosecution and its not that I haven't butted heads with them over things, but if you talk to them they seem to be able to figure what's what and back off if their first response was wrong. This is what  some cops can't seem to do.

 The more integrity, disciplined and respectful to public the more respected by public theory!

I find that State Police are the most professional and responsive to dealing with the general public.

I am also going to say I am really impressed with the NFTA WNY Police when I had a problem with a traffic person, actually persons at the Airport( they looked like prison convicts and where rude and yelling at everyone), the Chief: Joseph Riga actually called me, listened to what I said, addressed my concerns and made the appropriate changes and they the traffic people are much more professional now. They actually have a complaint form on their web site, Police departments that have a complaint process that they don't hide are committed to integrity and professionalism.

Some people will disagree, but I think the Buffalo NY Police are cool. They don't hassle you for speeding unless you run them off the road. If you have a party they may bust in and they break it up and let everyone go, and if your straight with them they may laugh but they will let you go and their pretty good judges of character. They don't bother with minor stuff and are usually pretty good with the general public.

I also, I believe that police officers shouldn't issue tickets to other off duty police officers, prison guards, court officials, and civilians, and family in these departments or fire departments full time or volunteer for speeding, illegal parking and minor infractions. The reasoning behind this is. If a police officer don't pay respect to others in their field, or related  fields, what kind of respect do you think police officers are going give the general public?

I also don't have a problem when a police officer lets the handicapped and the elderly slide for minor infractions. I also don't have a problem when police let the business and people who donate their money, goods and services, or give discounted goods and services to police departments, the PBA the youth leagues and other police associations a slide for minor infractions. It goes double for community police, policing  organizations, neighborhood watch, block crime prevention clubs and the sort.

To the contrary, if you don't know whose got your back as a police officer and who you can rely on in the civilian population for help and support and to report crimes and be your eyes and ears you shouldn't be a police officer, cop and if you are, your probably no good at being police officer!

Also, it is my belief that all police departments should have 24/7 video front view, rear view, and in police car front, and police car back seat with GPS recording with audio, and video not controlled by the police officer in the car. Neither should ever be shut off , and the memory unit should not be accessible to that officer either. They should be able to make copies from it, but never delete the original, this would protect police officer, police department, the public, and also last and least the criminals rights.

The Bad Theories...

It's one theory why it seems to me that there is general decline between police and the treatment of generally law abiding public they are suppose to protect and rely on for support.

 Some police are now over equipped and over paid. They not only make more money than the median income in most areas they patrol in. They also have all the latest toys. Night vision, assault reiffles,4by4's,boats, snow mobiles, helicopters, computers etc, etc. The era of police departments having to rely on the local tax base for equipment that use to leave inter city and small police departments with rusted out equipment that didn't work, patrol cars included and low pay and no overtime pay has come and gone. (Thanks to republicans like me). Most cops ego's and ethics use to be kept in check by the reality of being under paid or under equipped or both and having to look for handouts from local businesses and the local community to help you do your job or survive from pay check to pay check.

 Now that doesn't exist, some old timers may remember it and are thankful for the changes, but rookie and cops on the job less than 20 yrs have always had it all.( Except for NYC where the starting pay is around 25k) I am going to even say: If you ever talk to a Rookie NYC cop they are humble and thankful for their job, polite and professional. Even the most seasoned NYC cop after busting your balls, will do the right thing according to the situation. Is this because almost everyone in the city is paid more than them? But then Buffalo cops are cool and they make more than most people in the city. Maybe being in a bigger pond changes things. Maybe city departments can remember the day they where under equipped and under paid better than most cops.

So I theorize, besides Big city police departments. The police have lost respect for the general law abiding citizens and now take the position they are better than them and don't owe the local populace any consideration and we are all out there to be preyed on including the disabled, elderly, and gainfully employed and there is no difference between criminal or general public except they haven't be caught or run across you the cop yet.

Also the courts have stated its ok for cops to lie, so cops don't feel like they have to act ethically anymore because the courts have said they can lie to suspects  and everything is OK.

Theory: Worst being the indentured cop than the crook cop is indentured too!

Police, cops who day jobs (moonlighting job) work is for known or suspected crime figures, drug dealers, gangs, and want-a-bees that own bars, and other businesses (no it's not necessary for the police, cops day job employers to have been convicted or even investigated).

 I have tons of respect, but  no great love of these Tony Soprano types, no hate either. I am more indifferent, but I will say these guys work hard at what they do, and  hey I'm not giving away any secrets here, and I have empathy with the position of don't let somebody destroy everything you have worked for. The Soprano Types are more non-judgmental than most, because they are always being accused themselves, and believe it or not they do some good in communities. If you are ever in business, you are going to run across them. Anyways my opinion is your stupid if you snitch or rat on them for any reason if your the general public, it will get back to them, especially when they have police, cops working for them. Is it no wonder, TV and Movies and the general public glamorize them in TV and films

I have no respect for the police, cops that day job is for them, and my day job employer has never been charged, or convicted is not an excuse for you or your department.

Police, cops  that try to maliciously prosecute you with made up felonies after their Lawyer buddy lost a civil court case to you and you told that lawyer he was worst then Telemarketing scum that take old peoples money.

 Top Down Theory!

This is usually the fault of the police chief and law makers for not implementing proper procedure and oversight and rules in their police departments for the  police officer in there police department's. I am not talking about the occasional free meal for police officer, or discounted meal for police officer, cop or free coffee for police, police officer, cop. Also, I am not talking about police men and police woman, police officers that drive there police car over the posted speed limit or use there police car red light because they don't feel like waiting for the light.

Everyone who has lived in a specific area for a number of years knows what the score is and your chief of police or  police captain or police  lieutenant should be approving or disproving all moonlighting with this in mind. Everyone should get approval from someone up the ladder and everything should be reviewed by the police chief monthly. This isn't fool proof either because the best jobs for these people go to the Captains and Lieutenants as far as I have seen, its just these police get the pick of the crop working for the real power at their legitimate businesses. No bar duty for them.

The Ugly Theories!

No checks and balances theory' or out of control! Bad example Theory!

Also police, and police departments that respond in a threatening manor when you bring up a concern about possible police officer misconduct, whether it be about unprofessionallism, training, procedure or criminal conduct, or behavioral problems or stress warning signs. These behaviors can escalate and have unintended consequences, not only for the public...

 I don't want to waste my effort Theory!

Police, cops that make up a reason to stop you and after they find everything is in order give you a ticket anyways. I will only say this only once.

 Don't waste traffic stops, which can not only be tools for searching cars and catching criminals (as the case with Bucky), but also by not writing tickets for marginal or non-existing infractions because the driver disagrees with your reason for stopping them, especially when you had to follow that person for miles before they made a driving mistake or you got tired of looking for one and pulled them over. By not writing that ticket, you can make traffic stops a way for getting non-criminals, the general public on your side, police officer, cops side and talking about it.

 Police, cops  that follow you more that 3 separate times in a year if your not a criminal, if you tail someone enough times you are going to find something wrong and an excuse to pull them over. Same reasoning against it as above.

Bad examples by the courts Theory!

If Police, cops or your department are ticketing people for going 1-10 miles over the speed limit your running a ticket mill like in my opinion order of infamously, North Tonawanda, Kenmore, Evans,  Tonawanda, also  Lancaster and Depew which are much better than they use to be. Cheektowaga use to be really bad but no longer is a ticket mill in my book, I would say they are the police force that has change the most for the better as it relates to traffic infractions in the last 10 yrs in WNY but still have some really bad apples they need to retire or get rid of that are bringing the good cops down.

Bad Example by Government Theory!

Lockport is in a category in my opinion all itself for ticket fraud, they actually Radio control the school warning signs and have been know to turn the sign on after a car passes it then stop and write the car a ticket for speeding in a school zone, I have seen it. State law now sets school zone speeds at 15-25 MPH and has limited flashing school signs and sets exact hours that can't be changes by local law, probably to prevent this sort of ticket fraud.

I don't want to Die for my Job Theory!

 Police officers die for there mistakes trying to keep themselves alive while keeping the public safe but are taught and practice staying alive before saving the public. This is why in Columbine CO so many students died. The sheriffs where more worried about their own safety before the kids that where left unprotected. Cops hiding behind dieing kids I would call it.  Yes now most police departments tell there officers to go into schools without backup now, but that was because of public outcry.

Power and privilege theory!

  The sad thing is a lot of people get into law enforcement for the privilege and power of the position and the respect that comes with it. This was so widespread during the Clinton administration that all FBI agents wanted to be in DC, the same with CIA, ATF, DEA and nobody wanted to be in the field because that is not where the power or prestige was. This is why 9-11 wasn't stopped before it happened.

Situational Awareness Theory!

I have to add two words to my comments above situational awareness what this means is these cops should have know better than to confront this man in the woods at his mothers house. They should have waited for him to come out in the open on the street or driveway. Also, if they knew he had a metal problem instead of barking commands at him they should have softened their stance and not agitated him and called for backup with less lethal methods available to them. It was not a situation in which anybodies lives' where in jeopardy until the police confronted him.

Basket Case Theory!

Police, cops that drive with their head lights off at night if your going over 5 miles an hour, especially in residential areas, where kids are located and might be playing street ball or hockey or riding there bikes or crossing the streets. A kid sometimes ends up getting killed and the cop always becomes a basket case.  Wouldn't You be a basket case, if that happened?
